On the DC-3 Digital Dimension pedal.
I noticed that the Effect Level control doesn't really kick up much effect until it reaches about 12 o'clock.
Is this normal?

I don't know about that particular effect, but some effects do have the 12 o'clock position as being zero, turning to the right for a boost and to the left for a cut in level.

Yes, the effect is almost inaudbile in mono until past Noon.

So, would 50/50 effect/dry be 3:00 o'clock?

I would say that it would be noon for 50/50.

The pedal is supposed to be unmistakeably brilliant in stereo, but can't try it because do not have two amps at the moment. I'll bet that in stereo, 50/50 would come in lower at about 10am.
