Looks like a Leslie simulator.
"Doppler Effect" refers to the pitch of a sound increasing at it approaches you and decreasing as it recedes from you (e.g. the sound of the horn on a locomotive). This happens to a slight degree as the speakers in a Leslie cabinet are rotating.
