Hello People,
I have an early PH-1r from Japan and the LED is not working....can anyone help me with this?

You probably just have an bad LED -- I think that in the older circuits they're just tapping off of the high state of the silent switching to fire the LED (through a current-limiting resistor). you could verify that by taking DC meter readings across the LED terminals with the pedal switched on and then off -- you should see the voltage there, and then not, respectively (probably about 3-5 VDC).
Not sure where you'd get a replacement; the dimensions of the "bulb" are critical, as it has to fit in that hole in the case. Mabye Small Bear or Mouser would have them.

Is this one of the early "momentary LED" pedals, or is the LED supposed to stay on constant when active?

The pedal works albeit it is noisy. There is just no indication of any sort of LED light....

No, I don't have a PH-1r schematic... just basing this on common design points in many Boss compact pedals.
Lightburst has the PH-1 schematic -- this might be close enough to the PH-1r for your purposes.
I could take a look inside my PH-1r over the weekend to see what drives the LED. This should not be a noisy pedal, though -- that concerns me. (edit: continued) What type of noise? Hiss? AC hum? Are you powering the pedal by battery or AC adapter? Battery good? The LED being out and poor pedal function could be an indication of a more pervasive problem like low voltage throughout the pedal (a power supply issue) -- the check LED is supposed to tell you how good your power is in addition to telling you if the effect is on or off...
Since my pedal is working okay, I could do some voltage checks at certain points, and we could compare readings between yours and mine, if you have a voltmeter.
