 Cubase SX and MIDI timing problem -- help?

I've been trying to figure out which setting I have wrong in Cubase for a bit. Here's what happens:

I'll go to input a keyboard part using a VST synth with my midi controller (Yamaha CBX-K2 via M-Audio UNO) and instead of the notes quantizing where I hit them, it inserts the notes ~3/4 of a measure early.

I don't believe latency to be the issue as it's <3ms with my Delta 66. When I hit a key, it sounds immediately; however, when Cubase writes the note in the keyeditor, it's offtime as I said before. It's driving me crazy. There has to be some MIDI setting I have accidentally checked wrong or something.

I'm using Windows XP, 2.8gHz P4, M-audio MIDI Uno 1x1 (usb) into Cubase SX. Any idea what setting(s) might be off?
