That would be RATE-based. What you are controlling with tremolo is is the frequency of undulations in a specified time, by you cannot alter that time (note both of your examples were "per second").

Reverb and delay actually alter the length of TIME the original input note is audible. Incidently, you can also control rate with reverb/delay as to the frequency of repeats during the increased lenth of audibility.
