The production was phased over to Taiwan over a 5 year period. The Boss book states that the move took place on December 1986 but serial number collecting reveals that no pedal prior to 1988 was actually made in Taiwan. The first pedals made in Taiwan were the CE-2, CE-3, OD-2 and HM-2. The digital pedals were made in Japan for a few more years and DD-3 production didn't move to Taiwan until 1992.
There's still some doubt about when the production of different models was moved but by collecting more serial numbers it will eventually all be revealed.
I'd seriously doubt it. I think import/export rules are quite strict about the country of origin being correct so I think they always tried to get that part right.
But what is the latest serial nr you got?? We need to find out exactly!!
The latest GE-7 serial number I've got is TU31071 and that's from February this year. If you mean the latest MIJ serial number it's PC55575 (April 91).

My GE-7 has a black label but no serial number. Is it possible?
The older GE-7s had the serial number on a sticker in the battery compartment and if it's gone it will be harder to date it. The number codes on the electronic components may give you an idea. There's often a 4 digit code on ICs of the form YYMM and a 3 digit code on transistors that can help date the components. The production date of the pedal is typically a few months after the components production dates.
