Yes, 12v adaptor will solve the problem.

I purchased a ce-3 pedal had same problem .Found out that it was the adaptor plug in causing problem when i used a battery led was bright so i carefully opened pedal and took the black wire from battery side and connected it to negative side of adaptor plug in and pedal led is bright and works fine still.The reason why my pedal did that is because adaptor wears out or possibly someone stepped on plug part now your grounding something adaptor plug .In plug in there is 2 positives 1 from battery and other one for adaptor so when you plug in an adaptor it takes battery out of line to save battery life . Hopes this helps.
