If you have a look in the battery compartment. Older boss pedals have the serial number in there, and it will clearly say on the Label if it's MIT or MIJ.

Even without a back plate you should still be able to tell a MIJ pedal because of the label inside the battery compartment. Really early MIJ pedals have the SN stamped with black ink inside the battery compartment and the rest have white stickers that say MIJ and have the SN.

That is probably because a previous owner used velcro on the bottom plate to put it on a pedalboard, it is a common thing.

Very common... I'm guilty of putting velcro over the label myself. I've bought pedals without the back label, but I definitely offer a bit less than if it has an in tact label. It won't matter as much if you're buying a common pedal, but if it's collectable it's important.

remember too, the MIT pedals the plug in adapter is mounted in a "window" on the back of the case, whereas on a MIJ pedal, the plug-in for the adapter is installed along the BOTTOM of the pedal case.
