I think he uses an Ebow type device for the intro.

Hi StratoSphere and guys !
The Fernandes guitar has a Sustainer circuit built-in the guitar body, powered by a 9 v. battery. This circuit feeds the signal from the pickups back to the strings, using (like the pickups) am magnet system. These guitars have an extra knob to set the amount of feedback. I saw this on a magazine...
That's it !
See you guys

I am pretty sure Edge has also used a Fernandes Sustainer on the Popmart tour. On the earlier tours he used a device built by a Canadian muscian Michael Brook. It was called "Infinte Sustain". Here is the list of what he has used on various tours...

Joshua Tree: Squire Stratocaster with Brookes Infinite Sustain Unit
Lovetown: Squire Stratocaster with Brookes Infinite Sustain Unit (I think, not positive on this)
Zoo TV: Les Paul Custom w/ ebow
Popmart: Fernandes Decade Elite
Elevation: Fernandes Native Pro
Vertigo: Fernandes Retro Rocket Pro

Try the Boss DD-20 in "dual" position and it works fine for the signature riff. I'm not saying I nailed it but it's better than plain 420ms delay.
