The HM-2 may be a bit under powered with a PSA adapter. They're made for the 12V ACA adapter so you might not get enough voltage with the 9V PSA. Have you tried powering it with a battery? If that solves it, it's definitely the adapter.

not sure about that , because i can run several other pedals off
of it with no problems . and i tryed a new battery and with the same
results .

are these good sounding pedals anyway , is this thing worth fixing?

Yes! It is worth fixing.

Can you give us any more info? Was it like this since you bought it? What happened before it went like this? Are the effected/uneffected volume levels similar?

the pedal is not mine so i do not know any history on this pedal, but its a friend of mine who had it laying around and he said it
had never sounded right since he got it , it has a very dim LED
when on and the level pot does not feel right , it has no drag to it
etc. , all the other pots feel slightly stiff . and the sound is way off almost distorted and not in a good way ! and very low output
as well , i have put my meter to it and there is a solid 9 volts
entering the board .
thats all i can tell you at this time , as you can tell by my posts
i'm a novice pedal modder and have alot to learn .

thanks for your help.

No worries! Does the loose level pot actually do what you expect when you turn it?

Can you post pics of the board and internal wiring?
