I see this pedal has been modded - D14 and D15 have been changed to germanium diodes from the look of this.
Can you post a pic of the back of the PCB.
I see from your photos you have a schematic. Do you have a voltmeter/multimeter?
If you do then measure the voltages at all the points where it shows a voltage on the schematic and write the voltage you find on the schematic, this will help find if there are any PSU issues, we can then move on from there.
I guess you are doing the usual and using a known good battery or adaptor?
