The pics below are of a MIJ DD-2 that had a chunk of really industrial velcro on the bottom.
Assuming there is no way to remove the velcro without the label coming off too, here is what you do...
Carefully remove the velcro and label. You will now have a hunk of velcro with the label stuck on it. You will also have a pedal base with glue residue where the label used to be.
Pour out about half a pint (250ml) of paint thinner into a flat container, and get an old tooth brush.
Put the velcro into the paint thinner bath and gently work a corner of the label loose as the paint thinner softens the velcro glue.
As the glue progesssively softens, work the label loose using the tooth-brush to gently wipe the glue away from the label.
It took about 15 minutes to do that for the label below (no pics, sorry!)
CAUTION: the 'paint thinner' I'm referring to is the one sold in Home Depot here in North America. If you aren't in North America I don't know what to advise using - all I can say is the stuff here will not damage the label.
CAUTION: I've only ever exposed the label to the paint thinner for about 15 minutes. I have NO idea what soaking for longer will do the label. You are on your own if you want to, say, soak it overnight. Anyway...
Once the label is removed from the velcro, use fresh paint thinner to fully clean the label. Then wash the label in soapy water, rinse and dry on a flat towel.
Remove the base from the pedal, and use paint thinner on a paper towel to clean the residue off the base. Wash the clean base in soapy water, rinse and dry.
Put two loops of tape on a flat surface that you don't mind getting glue on. Place the label on the tape. Mask off the label area on the base with tape.

Gently scuff the back of the label with 600 grit sandpaper and wipe with a paper towel lightly soaked in paint thinner. Allow to dry thoroughly.
Go buy some spray adhesive. This is what I use:

Apply a light even coat of adhesive to the label and the base:

Wait a minute then carefully place the label on the base and smooth down using a soft cloth.
