I notice it when I have the echo at 12 or further, and even more if I mess with the rate, when I slow it down it whines. Any ideas?

Have the trimpots inside been "adjusted"?
Does it do it with a known good battery?

Switched power supply?
Cheap ones can make pedals make strange noises.
